The Housing Choice Voucher Program and the Mainstream 811/Non-Elderly Disabled (NED) Program provides rental assistance to very low-income persons. Tennessee Housing Development Agency administers both programs in 72 counties across Tennessee. 

Pre-applications are being accepted for the Housing Choice Voucher and Mainstream 811/NED Programs at the following dates and times and in the following counties:

Applicants must be income eligible to qualify for both programs. To qualify for the Mainstream 811/NED program, the person must be non-elderly (age 18-61) with a disability who is transitioning out of institutional or other segregated settings, at risk of institutionalization, homeless, or at risk of becoming homeless.
